Chao Fa refers to a Hmong spiritual nationalist movement that emerged during the turmoil of the Vietnam War era in Laos. The Hmong people have long inhabited the highland regions of Southeast Asia, developing resilient agricultural systems, clan based leadership, and a rich oral tradition.

During the twentieth century many Hmong became deeply involved in regional conflicts, particularly as allies of United States backed forces during the Secret War in Laos.  After the 1975 victory of the Pathet Lao, large numbers of Hmong fled or were displaced. Among those who remained, messianic movements arose combining traditional Hmong beliefs with political resistance. Chao Fa, meaning Lords of the Sky, evolved as both a spiritual and nationalist expression. Communities associated with the movement sought refuge in remote highland areas where they attempted to preserve autonomy and avoid government pursuit.  The movement was never unified into a single political organisation but shared core ideas of Hmong cultural survival and a longing for a homeland free from persecution. Over time the term Chao Fa came to symbolise the aspiration for a sovereign Hmong state or protected enclave where Hmong language and traditions could flourish without fear of repression.

Today Chao Fa persists largely in the cultural memory of Hmong communities in the diaspora. While contemporary political goals vary widely, the concept represents a deeply felt desire for safety, dignity, and cultural continuity after decades of displacement and conflict.
